(4) Normalized administrative and risk-transfer costs — Benchmarks account for typical administrative expenses, claims handling, and insurance or risk-transfer costs associated with service contracts. All inputs are normalized into standardized risk classes and processed through a governed system that is independent of sales activity, program availability, or commercial arrangements.

No. VIN entry is optional and used only to decode vehicle attributes (make, model, year). After decoding, the VIN is immediately cleared and never stored, logged, or retained. We explicitly do not build databases of VINs or vehicle ownership.
